can't get game working on steam

i bought the game yesterday and activated it on steam. it worked fine.
today, i launched the game and it came up with a steam message
'This game is currently unavailable.
Please try again at another time.'
I really need some help to try and fix this.

Is this common? I'm considering buying through Steam. Is there an online manual? I want documentation, so the lack would be a no-go for me.

I bought the game in a shop and then activated it on steam, so I don't know about buying it on steam, or how common this is.

Open Steam, right click on the link for FM09 and select "create shortcut". Use this shortcut to access the game and you won't need to use Steam.

I tried that but it still comes up with the message.
