Can we download WWSM NOW before it releases?

Just wanna make sure.
Cuz I remember somebody saying that we can download the game before it is released tonight at 0:01, but when I log in the steam I found that it cannot be downloaded now.
So I am just wondering and that's why I ask.

Could it be UK time? Which would mean in just a few hours for me.


I thought I was going to start playing this game so many times in the last week only to be delayed, what's one more disappointment between friends. 3 a.m. cst surely.

In a way its a blessing the game is not released until after my exam, I'd be playing all night otherwise
