Forcing a manager to part with a player

I'm managing in Australia and there is an player who is very good who plays for Fulham - he is unhappy at the club and wants first team football. The scout report states he would love to join us on loan but not for a full transfer and at over 1 million for him I doubt I can afford him anyway.

I have approached him in the press to ask if he would be interested in a move on loan - he stated he would but would wait for a bid first. As I cannot afford a transfer I have tired to offer him a loan move - however this option is greyed out and the club will not loan him ' due to his first team commitments' - even though he hasn't played a game (only 2(1 sub) non competitive fixtures in 11 (including 5 freindlies).

Is there a way I can speak to the manager to get him on loan or does anyone have any other recommendations on how to prise him away - its disappointing if I cannot speak to the manager (which is what I envisage) as I believe in this situation I should be able to.
