In 2017, I started a link with Botev (Vratsa) in the Bulgarian B group so I'd have a place to stash prospects who need work permits. I ended up sending three players over there; one from Russia, two from African nations. In the 2018 summer transfer window, I can't send those African players back as Botev aren't allowed to sign non-EU players. Err... Why? It worked last season, and I don't see any regulations that say otherwise (granted, it's not set as a playable league so I can't look at the rules).
