Leadership training programme

I'm quite amused when did this happen. It is available since FM2013 or new addition this year?

My real questions are:

1. Havent tried it yet, but thinking on putting it for my future captains, so does it increase just like other abilities?

2. Does it take the player's PA? I mean, PA suppose to be more of playing ability. Someone who cant play football can still increase his/her leadership skills given the right training, though some people are born leaders.

3. Because if it does not take your PA, I believe that logically, say, someone who is matured around 25 years old who is unlikely to increase his footballing skills (according to the game, not real life. I think CR is a much better player now than he was 5 years ago) could be the right candidate to train his leadership, and it could go up from 15 to 18 after several years.

Anybody knows?
