Player/Staff Wages

I'm fairly new to the FM series and I've started an LLM career with Redhill FC. We start the season with £0 in available player wages and no staff so I decided to hire two player/staff in an attempt to save money for the club. I had hoped that the wages wouldn't count toward my player wage budget (or at least only partially) but was wrong. The board now says I have to reduce the wage budget ASAP and will not increase it.

This seems odd as I'd be allowed £150/week for an assistant manager and £85/week for a coach if they were total non-players, but the board is complaining about spending £81/week total for both staff just because they also play. Does anyone know if there is a work around for this?
