In real life, the amount of places you have in a European competition are based on the co-efficients of 2 years previous. To determine whether you are seeded or not is taken from the previous season. So, for example if you added to the Wales co-efficients so that they were ranked 1st for season 06/07, for the 07/08 season, you'd start off in the First Qualifying Round of all the European competitions, but if you were to progress, you'd be seeded in the following round and so on, up to the point where seeding and co-efficients don't matter (the First Knockout Round after the group stages). Then in the 08/09 season, you'd start off in the later rounds of Europe. Of course, to change this so you start in the later rounds in the games first season, just add the co-efficients for the season of 05/06. That's what it is in real life anyway, I'm just assuming it's the same in FM. By the way, I haven't found anyway to change the co-efficients for league's in the pre-game editor, just specific teams.
