Is there any way of removing a national team U21 manager without adding a new manager to the senior role and then removing him? I remember you used to be able to swap managers in FMRTE but I couldn't find that button any more.

The option is already there to do this.

In FM, add a new manager, in the pick nations/league tab select 'national teams' then 'national teams u21' and select the team you want to manage, click confirm and then retire the new manager.
