when i start a new game it auto starts as version 12.0.3 how do i get steam to download latest patch?

How long have you been playing without being connected to steam? Did you buy originally from steam or from elsewhere? Just connect to steam and it will automatically download the latest update, but be prepared to be patient as it will be a large update and will take some time.
