Does anyone know if compensation for Russian youth players is always just £6.24k, even if their value is multiple millions?

If so, is this just a Russian regulation?

it's always been 6.24k for me
i've always seen that as a cheat basically

poach any young talent, develop them, then sell them on... it's an easy profit

It should be (players yearly wage)*(quantity years at the club), we are now looking into why this is the case.

Could it be to do with the unusual format in the game's first season? It plays out from Spring 2011 to Summer 2012 with a winter break in the middle as it is changing from a summer league to the European strucutre, so the game may be confused with the years at club part?
