How many stars CPU performance and game speed would a laptop with an i5 processor and 8gigs ram running a 30000 sized player database with 5 or more countries

Star system rating is really flawed, so you shouldn't rely on it at all.

It would absolutely fly speedwise, 30k is nothing really to i5 cpu, the 8gig of ram wont directly affect your game speed though as it only uses 3gig or so being 32bit. It will help if you got loads of tabs/programmes open along with FM though.
