When a side achieves promotion IRL they start to build for the next season and set up targets and scout them to try and get a lead on the other teams. Surely this should be easy to replicate in the game so when you scout players who wouldn't be interested in you because of the league you are in, are now interested as they know you are going to be in a higher league when/if they move to you.

Doesn't sound to hard in principal, but the way transfers work in FM is most of the time on reputation, and promotion somehow doesn't mean your clubs reputation going up, and this is probarly a factor
