Non-FIFA date international friendlies?

Is there a way to schedule international friendlies on non-FIFA dates. I'm managing the USA, and I know that in real life, we often play friendlies in January using only out-of-seaon players from MLS and Scandanavian leagues. Players from leagues that are in session like England, Germany, and France aren't required to be released by their clubs, but MLS and Scandanavian clubs oblige and let us play against the B-teams of countries like Costa Rica or Norway who are under similar restrictions.
