Current abilities and potential

I actually didn't know where to create a subject, but solved that here will be good idea.
Few weeks ago in my old preservation some players had 4 stars of potential (Marcelo, the Pastor, Azar). I played for Chelsea. A few days ago I created new game and again started to play for Chelsea, later a season floor I sent better than a scout to trace Marcelo, the Pastor and some more players.Received reports: Marcelo- 3, Pastore 3,5 Hazard 3 and some more child prodigies 2 or 3.
What happened? There was a new patch and I didn't notice it?

The number of stars is based on the quality already at your club, its not a universal thing. For example, to Burton Albion Emile Heskey is a 5 star player, but to Chelsea he certainly isn't.

as some guy said.. the stars all depend on what you already have in your squad... and rep of the club etc
