Help!!!:
San Paolo, Napoli's stadium is 60,240 right?
So on my board requests it says expand stadium, finished summer 2012, it is currently 2013 and the meter is at its highest and obviously it should be completed but the capacity is still 60,240, could it be down to waiting until Ive bought the stadium which is soon?

if you dont own the stadium you cannot increase capacity
you need to own a stadium first
