Tempo is essentially how quickly your team try to get at the opposite half. Slow tempo = Barcelona passing and dominating possession until the right opening comes along. Fast tempo = lots of direct runs trying to force a goal. That's always how I understood it.
EDIT - of course this is not the only meaning. You can have urgency while playing a slow tempo, for eg. Just a brief explanation of my understanding
