If you do not wish steam to connect to the internet you can set Steam to Offline Mode, but steam will have to be launched to launch the game. - see http://community.sigames.com/showthread.php/279162-Football-Manager-2012-*OFFICIAL*-FAQ for details on setting up offline mode.
