Nope , the date is set on the steam servers , you can mess whatever you want with your system date that it wont affect steam

I believe your friend is lying. The reason for this the game comes out tomorrow in England at 12:01am. People in the USA get it in the daytime, their time and Australia get it in the morning, their time.
