Is it better I send them out to specific countries, or is it better to have them scout regions like North America, South America, England & Ireland, etc? I have widespread scouting knowledge right now, and want to build it up. Also, do you usually just have scouts openly scouting, or do you scout for a specific position, age, etc.?
