potential ability - quick way to find out when looking at a whole team

when in your own team, you can view assistant reports and it shows you a list of all your players with their current ability, potenital ability and personality.

Is there a way to do this with other teams instead of scouting players all the time?

Could always download Genie Scout, that will take a lot of the work out of the task!

Well, I've found that if there's a youngster in the team with very high value, he's way more likely to have good potential ability than a less valuable youngster. There's always expections though of course..
