Transfer clauses

A quick question on the page where you can see your transfer clauses e.g. the bit where it says you will get 25% of this players next transfer fee. if you board manages to negotionate a price for this clause you can sell it i was wondering if there is a certain time where each claues becomes availble to sell, or if there is anything you can do to make it become availble to sell.
