I dont think so. Maybe if you cancel the add manager wizard, find the u21 team you want to manage and see if it lets you 'add manager' in the top right hand corner. But it might not be possible

It is possible as I just tried it out. All you need to do is when you are adding a manager and are about to select a team to manage just go the the u21 team of the nation you want to manage. You can do this by selecting the nation from and go their u21 team as normal. There is a take control button in the top right hand corner. Click that and then confirm your new manager. This will obviously work with other underage teams as well.
