Do your scouts compare the players they scout to your current squad?

When I hired some good south american players for Dorchester, the ones who previously showed as 3-4 stars suddenly had 1 star. When I then sent my scouts out to scout england they found no players to recommend.

When I sent my scouts out the year after, when I had advanced to bsp, my scouts suddenly found a bunch of players to reccomend.

Yes the star ratings are compared to your current players, so a 3 star player will be the same level as your current players and a 5 star player will be a lot better than your current players.
