i hace updated to 10.3 but still i have transfer ban (chelsea) what to do ? iam currently playing first season and in month of september

Did you definately load the 10.3 database when you started your game?

First make sure that you are using the 10.3 database. If you are then you'll have to stop the game then navigate to program files\sports interactive\football manager 2010\data\updates\update.1030\edt then open the transfer embargo edt with something like notepad and remove any entries for chelsea. You'll have to then start a new game before these changes work.
