Why can't I bid for players out on loan anymore?

Is there any reason for this? Other than ruining my game making me waste £10m in a player that's now ineligible for the season that is...

If a fee has been paid by the club loaning the player then they will join at the end of the loan contract. If no fee has been paid then they can join straight away. In the same regard you can't recall a player from loan if a fee has been paid.

If there's an agreed fee then the club won't accept other offers iirc.
