Quick question regarding Transfer budgets

How does the money spent over months work.

say for example I bid 20 million over 30 months and I had 20 million budget would all my budget disappear or would it be spread out across further budgets?

All the money due to be paid that year would be taken from your budget, and the remaining amount would be taken the next year.
