He is 16, yet I offered a contract to another 16 year old that I have. I want to send him to a feeder club but I can't because he's on a youth contract, but my other 16 year old I was able to offer a contract to and send him out to my feeder club.

Check his transfer status, I'll guess it says "Will sign professional contract on (date of 17th Birthday)"....
