I'm playing as Nottingham Forest in my 2nd season and I've sold a load of dead wood and got over 70m in the bank (available in transfer budget) I keep putting requests to upgrade all the various things you can upgrade but every time I request something the board reject it often without even letting me interact with them to argue the case. They keep saying the reason they are rejecting it is due to the club's financial situation but see above. We've got plenty of money. So why can't I upgrade my things?

Playing as Nottingham Forest in my 2nd season (only just kept them up in my first season) got Dane Scarlet on loan from Spurs. He's done well for me and even lists Forest as one of his favorite clubs, he's not made any indication that he's unhappy at all. I've tried to sign him permanently and Spurs agreed my bid of 20m. Tried to negotiate a contract and he flat out refused saying he didn't enjoy his loan spell. How can this be???
