Work around for this that seems to work for me is to switch manager if you can then it allows you to save the game then reload save -
Regarding Icardi, Galatasaray said that PSG pays 6 and they pay the remaining 0.75. Why isn't the tax calculated for how much PSG is paying? So it would be 10 million + 1.25 million.

I was having a look at some unregistered players for the A.I Alanyaspor have registered 25 players out of a maximum 28. You could say they left out some to adhere to other rules but only 1 space needs to be blank for the other rules to be fulfilled. They've left out 2 first team players with Emre Akbaba and Juanfran. They have room for both and still fulfil the rules. Then I looked at other clubs with Besiktas only registering 20 players.
