I am playing as Antwerp and have upgraded my youth facilities once. I have also upgraded training facilities and youth recruitment - when I upgrade these two, the option of further upgrades becomes available. For youth facilities, after the first upgrade, the option has never returned and it has been two years now since the first upgrade - they are only on 'Great' as can be seen from the attached screenshots.
