Does that mean it's defiently a bug? -
I'm not in a massive rush to find out whether its a bug or not but do you know roughly how long it takes for the investigations to be completed?

The skin I'm using shows the actual rating of facilities, I have exceptional youth recruitment but it actually shows as 19 out of 20 which is 4 1/2 stars but I have no way of increasing it as I'm at the max rating for youth recruitment? I dont have a save file before it got to the maxium as I've only just noticed it.
