How do you find these in your save? Is it a case of just noticing the clubs spending more than usual??

Ive had this same issue since Beta -
either via the scouting centre or the scouting update email via the inbox, card view shows x amount of reports to view but when clicking on the tick to progress to the next card the card view goes blank. The following weeks update shows more reports on top of the original amount, but again one click to move to the next clears the cards screen.
