I can't give bonuses to some pyaers because the game just wont let me! is there any way to allow me to give out bonuses!

You give signing bonuses with the little dropdown menu at the bottom of the "Offer Contract" screen.

You can't give performance bonuses to NHL players, aside from entry level deals.
