Assessing player ability

Do other people find that even staff with high ratings for judging player ability don't seem to be able to make a sensible assessment of players in one's own team?

I have started a save with a C2 Italian side. I have acquired an assman with a rating of 19 for this trait and yet he rates a 30 year old goalkeeper as the best in the squad when it is obvious that he is much worse than a 19 year old on my books by the most superficial look at the stats.

It makes a bit of a nonsense of the ratings.
