why do all japanese regens have korean or chinese names?

Maybe they have Korean or Chinese parents.

There are known issues with regen names in certain countries. This is under review.

i don't think that problem is only confined to "certain countries".

in my opinion, the regens seem to have names from their region. after a while my leagues can be full of tom de souzas and peter effenbergs!

I guess you'll need to be more specific about which countries. This way SI can say yes its known or oops we'll have a look

Like skorp said, it's a known issue and it is under review.

In my experience, regen names are mish-mashes of existing names for players of that country. Canada, for instance, tends to get a rather large number of players with a last name of Nakajima-Farran(I think that's how it's spelled) when, at the start of the game, there's only two Canadian players with that name.

Could the lack of "actual" Japanese players be causing this? Has anyone tried it after restoring the proper names to the Japanese players?

Was it not said that it was the original editor that caused this problem? I don't really care personally, in 10 years of SI gaming I've yet to sign a japanese player, though I'd rather my database didn't have the error.
