work permit - is it ramdom?

i had my scout whose CA and PA are both 18 sout two mexican players one 17 years old and the other 18 and when he came back he said dont bother to sign them because they wont qualify for a work permit. so i ignored the scout advice and i put a bid in for them. the bid was accepted and they accepted my contract. at first the work permit was turned down but then i appealed again, couple of days later the 17 year old player was granted a permit but the 18 year old wasnt. following my success i decided to buy more south american, i signed one player but the other players work permit was turned down.

Is work permit ramdom?

No, for youth players it is depending on the PA (in game that is) and for older players the rule is: To have played at least of 75% of the internationals games for their country in the last two years.

The youth exceptions (appeal) are Bona Kalou, Anderson etc, because they posses a lot of talent.

by the way i am playing as notts county in league 2 does this help/hinder?

That can be a issue yes (iirc).

The country will also have to be in the top 70 in FIFA's rankings.
