It doesn't appear at full time, it'll appear at the pre-match talk before the next game where you can use it if you think the team is on a good run and may be in danger of getting lazy. Full-time talks seem to be roundly ignored anyway It DOES sometimes appear at Full time, like when I have beaten a weaker team even though I have been playing bad, not deserving the 3 points.
