From what I can guess it seems Chelsea were *shooting* all over the pitch but poor old Man Utd couldn't get it *up*field haha. In a non sexually contextualized manner 'shoot' or 'shooting' is no more of an innuendo than most football derived verbs. However when the word impotent, generally wholly unrelated to the subject matter, is incorporated into the same sentence then it becomes conceivable for the word 'shoot' or 'shooting' to be thought of in that manner.
