From 2015, Liga III will have just two divisions of 18-20 teams.Have these future changes been implemented in FM 2009? I would check but I only loaded my game down to Liga 1. Someone else may be able to shed light on it though, or you could always ask the Romanian Head Researcher as they should know the state of play.
