Well it could have been coded into the game to reflect the current situation with those 'big-name' players you mentioned. Besides, it comes as no surprise that good/star players in small-to-medium-sized clubs or fringe players in over-sized squads are always in demand by other clubs in real life, and thus ingame. For example, Arshavin had been making noises about wanting to join a club a step up from Zenit ever since EURO 2008 so it is almost a no-brainer that he does get a move away in FM. Whatever areas a team wants to improve, for example, will be the same for every game you start. This means clubs will target the same players at the start of each game.
