What makes a good scout?? Is it only the judging abilitiy and potential attributes or also its reputation or any other attributes. If one scout tells me a player is good signing and another a leading who should I trust as a best opinion???

Judging Player Ability and Judging Player Potential are the key ones. It also helps to have knowledge of a lot of countries.
In answer to your dilemna: I would seek a third opinion from the assistant manager. Whomever the assistant agrees with I would believe. If the assistant can't decide, I would believe the scout with the better JPA/JPP.

A scout's reputation is also an important factor.

why would a scouts reputation be important skorp? its not like coaches where the player may listen more to a high rep coach.

if a scout has a wide knowledge then i woudln't think the rep mattered.

A scout with a higher reputation is likely to notice or receive more information on the player(s) they are scouting.
