Did you install via steam and if so did you have any valve games installed, if so, uninstall FM2009 and re-install and don't use steam or activate with steam. Use the other method, worked for me. I posted heaps on this as it was a real issue and yep your right, no answer from SI on the steam v editor issues. The problem is caused because the game gets installed into the steam dir and the editor cannot find the data as it does not recognise the steam dir, I hope this helps.
