New Stadium, will it ever happen?

I'm half way through my 4th season with Q.P.R. and things are going pretty well. I finished 10th last season and a euro spot is now a realistic goal.

So my question is this. The stadium has been maxed out and the club can't get approval from the council to expand any further. What is going to happen now? Am I stuck with a 25.000 seater for years to come? The board seems to have some ambition since I've had the training and youth facilities upgraded to what the they consider "one of the best in the world".
