So I guess it would work in reverse; the lower your club rep the less coaches you're allowed. Still though, only 2 coaches seems a bit bizzare. I don't know, might be a bug. I'm allowed one coach, despite being almost a thousand under my wage budget. Perhaps an added option, asking the board for a larger amount of staff members would be a good idea?
