For example, harrogate, who have a manager and a first team coach, but no assistant. When starting a new game though, it will always fill these "gaps" with newgens, who are inevitably crap and cost precious money to get rid of. Like correctly instructed above, you can use the "Add Key Staff" tick box at the start of the game to control if you want the game to add needed key staff to the clubs or not.
