delay on network game

me and my friend are trying to play an online game. when i host the game and he connects to me he gets a delay of 5-6 secs on every action he does. when he hosts, i experience a 2-3 secs delay.

is that a normal thing, or are we doing something wrong?

both of our pcs are far superior to the games requirements.
