In previous versions, you did need to include other leagues as viewable (at least) to get transfers to take place regularly. This version appears to be the same so far. To get the most out of the game, you should include other leagues anyway because if you don't, the affiliated clubs functionality doesn't work very well (if at all). Hope that helps. p.s. It is best to include the leagues that are most likely to have clubs that would be able to buy your players.
