A lot of recently transfered players are on the transfer list?

In the two games that i have started so far, when i've first gone to the transfer list, I've noticed a lot of the players on it are recent transfers. In my first game as Wycombe i was about to sign Stuart Fleetwood on a free from Charlton, but when i thought about it for a second, i thought it was a bit silly seeing how Charlton just spent money on him what, just a couple of weeks before? So i canceled it and he ended up at someone else. This may well be a date issue, but how is it that if I would transfer list a player in my team that was just signed by the previous manger that summer no team's are interested in the player due his "recent arrivement"?

It's even better than that if you actually think about it. I doubt a lot of these transfers went through in the first weeks of July, so you're technically signing them before they actually moved in real life, but the other club has had to pay for them!
