Right click your FM09 shortcut and choose properties.

In the target box make sure it is: "C:\Program Files\Sports Interactive\Football Manager 2009\fm.exe" -short_screen -windowed

Click Apply then double click the icon.

Shouldn't that be -small_screen -windowed?

I don't know if this will work but try this:

1. Right click on your taskbar and choose properties

2. Tick auto-hide taskbar, apply and confirm

3. Then try and see can you change to windowed mode in the game preferences

Let me know how you get on

Had this problem myself.

If your shortcut has been created from steam then no matter what you enter into the target field you won't get windowed mode. The shortcut has to be created from the sports interactive file(I think) and then enter the code into the target field and, voilà, windowed mode.

I never got a shortcut from SI, just the one from Steam. What do I do?

Also can someone give me screenshot of what the "target box" is meant to look like?
