I thought in 08 you could do the same by loaning a player with a future fee attached to it. Few AI teams showed any interest in negotiating these deals and it proves tricky for me to buy anyone on this condition. You always see the reply "they are not happy with the initial offer" ... I trying to loan a player with the option to buy, they rejected. What impressed me was it broke down my offer, the wages offered wernt enough, the final fee they wanted to increase by 1k.
